New Rakuten card randomly does not work for utilities?

I have had a Rakuten card for years. Recently had to get a new one due to a potential fraudulent charge.

Went through the fun process of changing the card number for all the services I use. For whatever reason, charges will not go through for both Eneos Denki and, ironically, Rakuten Mobile. For Eneos it says it tries to charge and fails and they send me a paper bill. For Rakuten Mobile, I can’t even add it as a payment option. Just gives me an error about not being able to use the card.

I have checked 100 times, I’m not mistyping any numbers on the card. I have no idea why it does not work. I guess I need to call Rakuten, but knowing the company and having friends who work there who have told me how they operate on the inside I have doubts that anyone would actually be able to resolve anything.

Does anyone have any guess as to why this problem is occuring?
