Wondering What the Best Option for Someone With My Degrees/Certification?

So I'm American. I have a master's degree (International Relations) and a bachelor's (Business). I'm finishing a doctorate (in TEFL) in around five years (pursuing it part-time). I'll have a TEFL certificate soon. I'm 27. I have no teaching license.

I heard that pursuing a job at an international university in Japan is the best option for someone with a master's. Still, I assume this option needs a master's in Education or English. I'm wondering what teaching jobs I should target and how to find and apply for these jobs (which website). I'm willing to work with an employer who'll help me get a teaching license in Japan. I prefer to work in the countryside instead of the cities and suburbs, but I'm open to working anywhere in Japan. I assume the latter pays more, but the former lets you save more.
