Is the teacher moving model unique to Japan?

For those that work in prefectural schools, you know that after each school year some teachers and administrators are moved to work at other schools. I was just wondering if anyone knew if this is common in other countries or if it was only Japan. If it is common in other countries, which countries also move around teachers like this?
