Spouse of a Foreign National Dependent Visa Tax Certificate

Hi, looking for someone that has gone through the following experience.

Moving into Japan on a Work Visa and immediately applying for a Dependent Visa for your spouse.

Any recommendations are welcome, but mainly want to know how you dealt with:

 "Resident tax (or non-tax) certificate and tax payment certificate (stating your total income and tax payment status for the year) - one copy each
  • These will be issued by the ward office, city hall, or town hall of the city, ward, town, or village where you live as of January 1st.
  • Either one is acceptable as long as it lists both your total income for the year and your tax payment status (whether you have paid tax or not).
  • If you have just entered the country or have moved and your ward office, city hall, or town hall has not issued you a certificate, please contact your nearest regional immigration office."

How does one get a tax certificate right after arriving when no tax has been incurred?

Of course it mentions that there is a path where if you have just entered to just contact Immigration office, but, would like to know actual experience from someone here.
