Opening a JPN bank account

Hi all, just moved to Okinawa and trying to figure out the most cost-saving way to pay my bills on rent, utilities, etc.

The exchange rate of USD/YEN by community bank and GI bills are pretty bad. The housing agent does not take bank transfers from TransferWise or Revolut either, but they do accept payment if I have a local bank account set up. Was thinking of transferring money from TransferWise to my local Japanese bank account, where the monthly-deductible payments for bills are set up.

I’ll be stationed here for the next 2 years (at least). Is it possible for people in the US military to get a Zairyu card to use as my residence card? Or what’s the best way to open a Japanese bank account?
