Most foreigner friendly areas


I should start off by saying I'm deeply immersed in Japanese culture and tradition and certainly expect no special treatment accepting a foreigner will always be a foreigner. However, a couple of things I've seen online (one example link below) such as bullying in rural regions and people being pushed out of their homes or businesses are quite concerning. I'm trying to be clear on which parts of Japan are generally more liberal and accepting of foreigners living in their country. I could think of nothing worse than to buy a house and then feel unwelcome.

Edit: The most obvious choices are non-rural regions like Tokyo, Osaka and Kobe, Yokohama and Fukuoka. These regions are quite large and I would be grateful for any feedback or suggestions from those who know better about expat friendly suburban areas.
