I moved to the Japan this summer. I used to work as a special needs education teacher in my home country and would like to pursue a similar work here in Japan.

Do local child development support services児童発達支援 hire foreigners/sponsor visa? (There’s one at the nearest train station in my place.)

Would an N4 level of Japanese proficiency suffice? (I’m still doing Japanese self-study on my days off from work.)

Do I just submit a resume in Japanese at their Recruitment page in their website? Or hand them a resume in person?
