I'm going to Kyoto for 3 days in February. Is there a similar bike sharing service on Kyoto like ChariChari (first photo taken in October at Fukuoka)? Upon checking, there is no Kyoto in their website (2nd photo).

Of course. There is LUUP, Hello Cycle, and various others, as well as bike rental/tour services like Kyoto Cycle Tour Project.
Search for clew, luup, cogicogi, kotobike or hellocycling.
I think hellocycling might not work without Japanese phone number. Same for clew, but they have some workaround with one day pass.
Or rent a bike from a local shop.
I haven’t seen the one I used to use mentioned, it was called Pippa but I don’t remember if you can sign up with a non-Japanese number
