Where can I take my preschool-age kids to play in the snow that's a short-ish distance from Osaka? SnowJapan says someplace like Fukui-Izumi has plenty of snow, but it's more than 4hrs and I'd rather not pay ski-season prices for a hotel if we're not actually hitting the slopes.
The other big caveat is that everyone but me gets horrendously carsick, especially on mountain roads, so near-ish to a train station would be ideal.

shiga biwako valley if you go up to where the people are skiing, its snowing up there and you only have to pay to take the gondola up. It’ll take you an hour and 10 mins or so from umeda

If you want to make a weekend out of it I would suggest Katsuyama and the dinosaur museum. It’s a really good museum and if there’s no snow in Katsuyama you can go up the mountain a bit to Ski Jam. You will need a car though. But you can get a hotel down in Fukui or Katsuyama for less than the Ski Jam resort.
The whole reason why I’m here is to NOT see snow! But if I were to want to see some, I would go to one of Niigata’s ski lodges!
