So when giving a reason for the prefectures you choose, do they look at those reason? How professional do we need to be? (I put Tokyo and for the reason I said Tokyo is home to my favorite ramen shop. And for Nagano, It has many ski resorts I'd like to visit. I'm planning on choosing big cities for my three preferred placements due to medical reason, but I'm planning on putting those reasons in the designated box below.)

They do look at them. I think they would prioritize someone with a human connection to the area over someone who loves a ramen restaurant there.
Placement requests are not guaranteed. In most cases they aren’t. Successful applicants are placed based on the needs of a CO first.
Tokyo does have the most placements in JET. They only started taking JETs a decade ago. So, it’s likely you could be placed there.
Placement requests should be something more substantial than “my favourite restaurant”. Usually medical reasons or family are given priority. Sister city connections or previous experience is good too.
For your application, I would consider something more professional or leave it blank.
I requested the city for networking since it aligns with my plans to seek employment after JET.
I think they look at it but it really doesn’t matter. My choices were Shizuoka, Fukuoka and Hyogo, and I’m in Hokkaido. I’m glad though because I love it here. Plus it really aligns with my intent to have a vastly different experience than what I’m used too (I’m from the Caribbean)
