Do Japanese women make eye contact with someone they like?

I come from a country where females make eye contact with mens they like. For example, when you are walking out of the street or at the shopping mall, if you see some females and then she made eye contact back to you, you will understand that she may like you too. Then, you can go into her to ask for contact.

But I have lived in Japan for 7 years but got zero experience of getting eye contact back from female. Don’t Japanese women make eye contact with someone they like? Do they have culture to not seeing strangers?
