Sending a 1kg Vanilla Beans Parcel to Japan – Customs & Permit Questions

I'm planning to send a 1kg parcel of vanilla beans to my friend in Japan. I was wondering:

1. Will my friend need to pay any customs duties on the package?
2. Are there any special permits or documents required to ship vanilla beans to Japan?
