Public Policy / International Studies/Relations Masters?

Hey everyone,

I’m considering applying for a Masters in Public Policy or International Studies in Japan—ideally in Tokyo—and I’m looking for advice on which programs are the easiest for international students to get into.

This isn’t necessarily for career advancement; I just really want to spend time abroad and experience life in Japan while working towards a degree (which, I know is an incredibly expensive way to kill time, but life is short, I'm just following my curiosity at this point). I know there are some well-known programs like the University of Tokyo’s MPP/IP, but I imagine those are quite competitive. Are there any public universities with English-taught public policy (or related) programs that have a higher acceptance rate or are generally more accessible to international applicants?
