Dependent visa work restrictions

Hello! I will be attending graduate school in Japan, and would ideally like to have my husband come with me for those two years.

He doesn't speak Japanese, and doesn't qualify for a hsfp visa, so it seems a dependent visa would be the easiest way to have him accompany me.

I know dependents can not work more than 28 hours a week, but I've seen mixed things on the limit they're allowed to earn while keeping their dependent visa.

Earning less than 1,300,000 would not be a problem, but I've also seen many people say that they have to earn less than the person they are coming as a dependent of. I've seen mixed things on if it's just any amount lower than what I would be earning, or if it has to be less than half of what I'm earning. Any help clarifying this would be greatly appreciated.

I will only be earning a scholarship stipend as "income" so if my spouse would have to earn less than half of my stipend a month, I don't think it would be enough for us to live on.

Finally, are there generally any issues with spouses on dependent visas working remotely for a company in their home country, as long as they are keeping the hour and income caps?
