This building is most likely a broadcasting transmission facility or relay station. Mt. Hiei has a high elevation, making it an ideal location to broadcast television, radio, and other communication signals to Kyoto, Shiga, and surrounding areas.

It’s a water reservoir. It’s within Otsu city and looks big and well maintained (I found reference to maintenance work there as recently as 2022). So, I’d guess municipal water?
The antenna is a TV broadcast antenna and unrelated to the reservoir.
Interesting. A few people on Yamap described this as 貯水施設.
Further googling suggested this article on the official Otsu city’s website: https://www.city.otsu.lg.jp/soshiki/080/2831/g/1452047729268.html – water facilities of the city. However, that one was last updated in 2022, and some people mentioned this facility was under construction in 2023.
