I live in Toyonaka and right next door to us lives an elderly disabled woman. Her husband passed away a little over a year ago and her health has been steadily deteriorating.
Years ago she had a leg amputated due to illness and she used to be able to move outside long enough to sit on those bike-like wheelchairs.
Lately she's been in too much pain and when she catches me or my husband going out we help her, but since I'm a SAHM, it's been me most of the time.
It wasn't that hard or that often at first but after a few days everything has started to hurt and this morning I almost dropped her. My arms are still shacking. We had to ask another neighbor (who's also elderly but whose wife is also in a wheelchair so he's pretty strong)
I can't keep helping her up from the ground, it's physically beyond me at this point. Is there a number I can call, a place I can go to to explain the situation? I have a small child that still wants/needs me to pick him up. I have to prioritize my LO.

Might have to contact the city office and get them involved. Definitely not your problem, as harsh as that sounds.
