Planning to study in Japan with limited funds

I'm an Iranian planning to attend language school for 1 year and then go for EJU and get admitted to an undergraduate course. My budget is about 20k USD and I'm planning to do part time work to cover the finances but I'm afraid that won't be enough when factoring in entrance fees and tuition unless I work the maximum 28 hours allowed which would be a challenge when I'm also studying full time. What are the chances of getting tuition exemption or JASSO or those private foundation scholarships if I can maintain a good GPA? My high school GPA is 16.01/20.00. I also have an academic IELTS band 7.5 although I don't think it's gonna be useful since I'm planning to enroll in a course thought in Japanese. So basically is my 20k + baito going to cover the expenses for the 5 year duration? And how likely is an scholarship or fee exemption or at least fee reduction if I get good grades and if it's even realistic to plan my finances factoring in some sort of financial aid?
And also The MEXT scholarship is not an option for me.
