Some guidance, thanks

I’ve a bachelors and masters in forensic science and I’m planning to move to japan as a language student. I know my degree isn’t much useful outside the home country but I’ve seen some job openings not restricted by nationality or residency status but yeah they are quite rare. My plan currently is to look for a job during my language school in my field, if possible or other relevant field. If I couldn’t score a job, I’m thinking of enrolling for a Phd program which I’m also highly interested in. How much viable is my plan?

Other than that, my mother is divorced. My father would be sponsoring my stay but my parents don’t talk with one another. I wish to have my mother stay with me from time to time as she doesn’t have anyone else besides me and my brother. My younger brother is currently in Canada on a student visa and we were thinking of having her spend some time at each place from time to time. How often can I apply for her visitor visa (I’m from India btw so visitor visa is required). The plan is to apply for a multiple entry tourist visa once I could land a stable job. Sorry for such a long question. Thanks for all your responses.
Money isn’t an issue but I’d rather do things reasonably.
