Hi, I think I posted something similar awhile ago I'm not sure. I arrived end of last month on the working holiday visa and am unable to rent anything, get phone number because I don't have the residence zairyu card. I've spoken to immigration and Naha city call and both have basically said they can't do anything. Immigration won't give me the card because I need a registered address to get it because it apparently gets mailed from Tokyo, city hall can't do anything because I need a residential address to be registered not a hotel or airbnb, hotels won't allow me to register either way.
So I don't know what to do here honestly, I've been told the only option I have is to find a hostel and maybe pay them a fee to lease the address if they allow this. I don't know anyone in Japan anywhere I came here completely alone so I can't use friends address.
The only hope I have so far had is with Leopalace21 and they said I can lease off them but I have to do it this week because after 14 days of being here I can't rent from them…I thought it was 90 days, unless mainland laws are different.
Any advice is appreciated, if anyone knows of any hotels or something that will allow address registration. Thanks.

Have you checked if you can rent a weekly/monthly mansion?
You have Landing Visa, and your WHV is still being processed in Tokyo? As far as I know, Naha is kind of branch office, and they might be not knowing how to process it. Or still await from Tokyo Office to send them the Zairyu Card.
Do you have place of work (intended company)? Or you just try to find work after you received your Visa? If you have company to work, you can contact the HR and asked them to register your residential. Then you may go to immigration office. If you don’t have the company, to where the Visa will be sent? If it’s the Imigration Office, it means you still have to wait until they received your Visa from Tokyo.
You may contact the Tokyo Immigration Office, and ask whether your Visa still being processed or not. Landing Visa itself means that you are unable to rent anything. And from other people, I heard that Tokyo Immigration still have many awaits their Visas. Hope you can proceed smoothly.
We get our residence card without an adresse on, and go to have it added afterwards.
