does the 2.5million yen requirement for studying in japan including the tuition or without tuition?

I'm filling in the financial papers for applying to a langauge school and I suddenly thought of this. They are asking how much im going to use for monthly expenses and how much is the tuition gonna be. But the expenses themselves barely reach 2 million. So i was wondering does the 2.5million yen requirement inlcude both tuition and living expenses?

The amount is calculated to cover two years of living expenses in Japan, including tuition, accommodation, food, and other essentials. It is not an additional fee, but rather proof that you’ll be able to support yourself during your studies.”
