At least the second time around they should be charged. First time around might be an unavoidable emergency, but second time is just taking the piss. Make buying a new iPhone a more attractive option than being helicoptered from Mt Fuji for the second time in a week.
Absolutely charge them. Hikers should be held to reasonable expectations of exercising common sense and being prepared for the weather and exertion involved. Obviously, they can be encouraged to buy insurance at the same time.

Many countries do not and will never place charges on rescue attempts. It discourages those in need to seek help because of the potential costs involved.
By that late stage the results are either fatal, or far worse than they needed to be.
