Based on experience, what’s the best location to attend a language school if you love being around cars and drifting?

As title states, what prefecture and or city would be the best fit? I’m looking to apply for the Specified Skills visa to be an automotive technician after finishing the language school. I unfortunately don’t have a degree, but already do this as my current employment and enjoy it so I won’t need convincing of how it’s related to slave labor. Since my life revolves around cars what would be the best location based on someone’s experience? Any suggestions would be greatly appreciated!
