は in place of に

I was going through the Cure Dolly organic Japanese series. In lesson 3 [https://youtu.be/U9\_T4eObNXg?feature=shared&t=316\], an example of は replacing other particles is given. It is mentioned that the meaning does not change. The sentence is: I throw a ball at/to Sakura.

Original: わたしが ボールを さくらに なげる

Replace が: わたしは ボールを さくらに なげる

Replace を: ボールは わたしが さくらに なげる

Is a similar replacement with に also possible? さくらは わたしが ボールを なげる
