Japan has literally always had tourists, usually they were personal trips on the pretence of pilgrimages to holy sites
I imagine a fair few of them would pass through Kyoto, given its significance

It really is a blessing that it had no strategic use in WW2, it’s a beautiful city and it woulda been quite the loss (not to negate the loss of the many other cities)

I took a photo in basically this same spot last week. Im surprised how similar they look, although its much more developed now.

This street in particular was used heavily by travelers on a pilgrimage to Kiyomizudera
Except for the castle, this looks like your average suburban latin american neighborhood
Uh…that city has been running on tourism for like 1000 years
