finding a job in japan

I hear from many places that japan is experiencing shortages for workforce so almost 90% of graduates are guaranteed to find a job.

Is it the same situation for a foreigner who is senior in the area? provided that you have a level of fluency in japanese, say n2, will it still be quite easy to find a quality job for the senior level? it will be for an IT area in this case.
