do I have to be added to his order before getting command sponsorship?

I’m from the Philippines (a filipino citizen) and my husband is a US Marine stationed in Japan. so far what we’ve done is get me a CAC, get me added to DEERS and the medical stuff (it’s also been approved) what’s the next step? do I have to be on his orders first before command sponsorship?
