Worth Negotiating?

Hello, I’m an early career PhD biomedical researcher currently affected by the US government hiring freeze and grant funding cuts. Since February, I’ve been searching for jobs both in and outside the US (not specifically Japan). Yesterday, I received an offer from a biotech startup in Kobe with a sub $35K salary, which seems low. Especially since the head of R&D mentioned during interviews that they’d need to revise the compensation package to reflect the expanded role they envision for me. Additionally, there’s no mention of housing or relocation assistance in the contract. I have a meeting with the CEO tomorrow to discuss the contract more in-depth. Is it worth negotiating, or is this standard for this type of position in Japan? Given the state of the job market for my field in the US I’m leaning toward accepting anyway, but I’d appreciate any insights before proceeding.
