Goin Matsuri – how busy is the area on the 14th?

Hi! I usually go to Gion Matsuri on the 16th and I know how insanely packed it is. I live in Osaka.

I want to go into Kyoto tomorrow on the 14th (Monday) and was wondering how much of the area will be up and running.

I know the stalls and food stands won’t be there, and the floats will still be being constructed, so is there usually already crowds?
