Calling all geeks: What’s the best ISP/Provider/VNE for international routing?

Long story short, I use the internet and access, and sometimes download large files from, a lot of foreign websites. I have AU hikari and NTT flets available where I live, only of the 1gbps variety. I have tried ISPs that use Transix, V6Plus(jpix), Xpass, and I have tried AU Hikari (via JCOM), and I find all of them to have horrible routing and lossy connections to non-Japanese destinations (let's use Los Angeles as a baseline). If I run a speed test during congested hours, I get 500-800mbps to a server in Japan, but often less than 100mbps to a server in LA.

I have been using proxies and VPNs and selective routing to rectify this and get full speeds to foreign countries, and it's messy but it works. But I'm wondering if there isn't an ISP out there that actually has decent routing to foreign countries, to the point where I might see a similar speed test result as I do to Japan, or if I proxy it through a datacenter in Japan.

If anyone wants to go on speedtest.net and choose Frontier in Los Angeles as their speed test server and contribute their result and what provider they're using, would be greatly appreciated. Or if anyone's even geekier than I am and has tried even more ISPs and has a suggestion, please let me know. Currently paying around 6000 yen per month to en Hikari to get a public IP and using the new 超transix VNE, but not happy with it for international routing, so willing to pay more if I have to. Every time I change and try something different I'm always needing to pay cancellation fees and various setup fees, so I'm hoping someone has a solid, evidence-backed recommendation.
