Considering buying at Blissia Minami Senju — is the neighborhood safe? And will prices appreciate?

I’m considering purchasing a 3LDK(65 m2) condominium at Blissia Minami Senju, near Minami‑Senju Station in Arakawa Ward for around 57 Million JPY. It looks like a promising project with access to JR Joban, Hibiya Line, and Tsukuba Express. The building is next to the Sumida River and Arakawa Park, which seems very appealing.

I’d love to gather opinions about two key points:

  1. Safety — Is the Minami‑Senju area generally safe, especially at night for someone coming home from work around 8:00 PM? Are there parts I should be cautious about (e.g. near Sanya/Yoshiwara zones)?

2.Price appreciation potential — Since the area is undergoing redevelopment, do you think property values (like surface 2LDK/3LDK mid‑rise units around ¥45–50M) will rise over the next 10 years?
