Portable hand fans – Is the cooling plate worth it?

I'm thinking of getting a portable hand fan to deal with this heat.

I've noticed that some models come with a cooling plate, while others are just regular fans.

For those who have used both – is the cooling plate actually useful, or is it more of a gimmick? Should I just stick with a regular one?
