Any ideas if every time I try to transfer money out of Japan it gets cancelled?

I've contacted my bank and Wise (the service I'm using) and they don't see a problem, my transfer limit is way above what I'm trying to send out but every single time I try to send money it gets cancelled within five minutes and there's no explanation.

Any suggestions?

It's been happening for years now and I really want to get some of my money out of yen.
