Import or buy Tern Gsd 10 In Tokyo?

Has anybody been able to get a larger e cargo bike like the Tern GSD 10 in Tokyo? I understand that the rules don't allow motors with this much power.

Hoping to get some insight in case somebody is like minded and more resourceful.
