were ち、つ ever pronounced “ti” and “tu”

i think it’s interesting how these are the only sounds that don’t follow the same pattern as the rest of the syllabary

sounds like wi, wu, we, yi, ye eventually merged, but im wondering if the opposite with ち and つ
