At Japanese restaurants, can we request for meat and eggs to be cooked more?

At Japanese restaurants, can we request for meat and eggs to be cooked more? When I went to Japan last year, it seemed like a lot of the meat and eggs were cooked lightly at Japanese restaurants or hotel buffets For example, I stayed at a hotel in Akasaka and the breakfast had scrambled eggs, but they were barely cooked and I didn't like the taste of that. I like my eggs and meat cooked well.
