Where exactly do I purchase Kansai Hiroshima Area rail pass?

First time visitor. I googled the pass and 2 links came up:

• jrailpass.com – $230 for 2 people + $17 handling fee + $20 home delivery.
• https://www.westjr.co.jp – $230 for 2 people and pickup at the Osaka station.

Are both legit? I can't tell. Where should I get it? And I assumed this would be some digital pass. Is it paper only?
