A system to support the growing number of elderly people without relatives, including those hospitalized, in care facilities, and post-death procedures, to be established as early as fiscal 2027.


Japan’s Health and Welfare Ministry plans to start a new support system for elderly people living alone with no family to rely on. The system will help with things like hospital stays, moving into nursing homes, and post-death arrangements such as funerals and clearing out belongings.

Currently, private services exist but are too expensive for many. Some public support is available, but only for people with conditions like dementia. The government believes a broader system is needed to support more seniors in their final years.

The support will likely include help with paperwork, acting as emergency contacts, funeral arrangements, and more. Local welfare councils and nonprofit groups are expected to run the program. Costs will be based on income, with low-income seniors paying little or nothing. The program could begin as early as 2027, following a law change planned for next year.
