Where to stay in Nagano for both Togakushi Shrine and Jigokudani Snow Monkey Park

Hi guys – I'm staying 2 nights in Nagano for Togakushi Shrine and Jigokudani Snow Monkey Park. I was wondering should I stay in Nagano City for 2 nights or do one night in Yamanouchi and one night in Togakushi? I'm also open to any other recommendations. Thank you!
