Drive route recommendation: Izu skyline vs other coastal routes

For our trip, we are planning to rent a car from Kawaguchiko to Shimoda (2 nights) then returning the car in mishima and taking the train to Kyoto.
For our drive to shimoda, researching and saw that there is a toll route named Izu skyline – seems like its suppose to be a very scenic drive.
Wondering if anyone has done it and if worth to do vs is there nice coastal route i should take instead. Thanks.
PS: i was hoping to hit kawazu falls on the way.
