Japan car rental ban?

Just briefly, me and some friends will be heading to Japan for about a month in early 2027 and I was very much looking forward to renting some beautiful JDM cars and enjoying the countryside a bit. My friend however linked me to an article that seems to imply tourists will no longer be able to rent cars, and goes on to say,

"However, starting October 1, 2025, the new rules will require foreign tourists to hold an international driver's license issued under the Geneva Convention on Road Traffic. Additionally, foreign drivers will have to pass a written exam, answering at least 90% of the 50 questions on Japanese traffic laws, as well as a more stringent practical driving test to demonstrate their skills."

I can't seem to find much information about this and I'm happy to put more work in to understanding how to drive properly over there and I can put more effort in to preparing before my trip but my friend's interpretation is that it will be impossible, rather than difficult.

TLDR, there are new rules for rentals and I don't know what they mean lol
