Apartment rents are rising in major cities such as Tokyo's 23 wards and Osaka, putting pressure on household budgets. The average rent as a percentage of disposable income is expected to rise by 1 to 5 percentage points over the four years leading up to 2024, to 18 to 34%. In the 23 wards, the figure is over 30%. Rising condominium prices are also driving up rents further as more households forgo purchasing and instead choose to rent.
