How do I create a custom seal?

My driving school is asking for a seal, so I am gonna make on,e but I want to have my own custom seal and I have a few questions.

1. Does it have to be a registered seal?

2. Can I 3d print my own seal?

3. Can I have custom text in another script let's say arabic/hindi/thai, etc?
