About rules in japanese restaurant

i work in a restaurant as waitress since 10 years ago,i' ve noticed there were never a health inspection not only once,the kitchen is incredibly dirty all is rusty and theres always a smell of rotten egg.I would leave if i can but for a personal situation of abuse im forced to stay.Anyway the owner also buy in big bottle a salad dressing from a famous japanese brand,put it in small bottles with no labels and then sell it to costumers as original,handmade of the restaurant.Can you do this in Japan?? I just want to denounce all that,just to take a bit of revenge for all the cruelty he had done also to other staff,but they told me in japan if is not true blah blah i can even be punished with a fee.I cannot leave this restaurant,unless something happen like a big inspection and he close..i dont know japanese law..so what should i do?
