Driving advice – can I turn right here?

Hi there, I often drive down this road (甲州街道) and I was wondering if it's possible to turn right into the residential street across this double solid but also dotted line?

Also if there are any good resources to recap all these perhaps "irregular" types of road signage or markings, I'd appreciate the help!
