Cat needs help

Hi everybody,

This evening I visited Osaka Castle & encountered a cat who appeared to really need help. He sounded as if he was meowing in pain, had a tail injury & sounded as if he was having trouble breathing. I went & got him some salmon & rice which he ate. He let me pet him & I would have taken him back to my hotel room & then the vet in the morning BUT i was leaving tonight 🥺 I had to leave him & I feel so awful. Is there anybody that can help him or suggest who I can contact? I sent Osaka ARK an email but haven’t heard back because they are closed. I feel terrible about leaving him there in pain & suffering
