Farting in public: Is this normal and acceptable?

I just moved to Japan at the end of July and reside in Kobe. I used the train pretty much to commute to and from work, also to get away during the weekend to Osaka or Himeji area. I’ve traveled to Japan multiple times before and I’ve never noticed that people like to fart a lot. The amount of time that I smell people’s farts are ridiculous, and it seems that they never hold it back. It’s weird that you can’t blow your nose but you can fart whenever wherever you want. This morning when I was about to received a package, the courier farted in front of my door right before I opened it. I knew because I can hear it clearly. Is this normal? Do people smell it too? Do they really like to fart in public and let loose?
