Hi all – someone I know has just fallen victim to a pretty serious crime. She speaks okay Japanese, but perhaps not enough to convey all of the intricacies of what has happened to her.
She just visited a police station, in which she was literally laughed at, and they refused to even file an official report for her.
Frustrations and heartbreak aside, does anyone know of anywhere she can safely seek refuge and get the help she properly needs? Her biggest concern right now is getting this officially reported so it is taken seriously.

I returned a found wallet to a police station and they took me serious enough to call someone who could speak English and took my details for the officers there. Not sure what’s happened here but doesn’t seem right!
I guess it depends on the crime can you give us at least general description of what happened?

It’s a formal complaint rather than a police report, correct?
Once a formal complaint is accepted, the police must investigate without fail.
Even for Japanese nationals, unless clear evidence exists, officers tend to avoid the hassle, citing ‘non-intervention in civil matters’ as a shield, making acceptance difficult.
You will need to claim the costs from the perpetrator later, but we recommend that you first hire a solicitor to file the complaint on your behalf.

I highly doubt police *laughed* at a victim of a serious crime.
She has to contact / deal with Osaka city hall . There are various services . It’s a labyrinth which one . But they also should have another service which would help find the other services – a volunteer translator service .
She also can simply use Google translate or Grok AI . But having a volunteer translator from Osaka city with her would help and give her more leverage .
