Is it okay if I accept to be on the waitlist and withdraw if they tell me too late( august/September)?

Hi everyone,

Will i face a penalty if I accept to be considered on the waitlist but if they upgrade me really late in the year, can I withdraw without facing any penalty? I read they give you a week to accept the possibility?
