Pepper spray attack in Shibuya

No chance of looser laws on pepper spray for self defense thanks to losers like this guy. There have been so many bear attacks recently. I wonder how many of the victims had pepper spray. Maybe they didn’t have enough time to use it. I get the impression Japan has stricter laws on pepper spray than many other countries.
