Have there ever been efforts to redesign Shibuya crossing so that cars don’t pass through it? Or close it to cars?

I've wondered this every time I exit Shibuya station – what to me was once a fun little tourist thing is now a strangely large scramble that I often struggle to cross in time before cars are trying to get through again.

It always makes me wonder – it's apparently the busiest pedestrian crossing in the world, has any efforts ever been made to turn it into a pedestrian-only area? Surely roads can be redirected, tunneled, overpassed, etc, like has happened for other busy areas? I've never heard or seen anything like this despite occasional googling basically every time I'm in Shibuya.
